Issue of the tour operator‘s certificate
Business entities established in the Republic of Lithuania (natural or legal persons)(hereinafter: the "person") must submit to the State Consumer Rights Protection Authority (hereinafter: the "Authority") in order to obtain a tour operator's (equivalent of “tour operator” in the Directive (EU) 2015/2302 is “travel organiser”) certificate the following documents:
- properly completed application (form for legal entity/ for natural person)1.
- properly completed declaration of good repute (for legal entity/ for natural person).
- profit (loss) account and balance sheet (for a legal entity). If the legal entity is not yet active, the financial statements of the initial state are presented2.
- valid document certifying the enforcement of obligations (insurance policy contract signed with an insurance company and / or financial guarantee issued by a credit institution) with a minimum validity of three months3. Please note that standard conditions are set for the provided financial guarantee. The form approved by the Authority can be found here.
- To pay a fixed state fee.

1 The following types of activities can be selected when applying for a tour operator certificate:
Inbound tourism travel organizer - a travel organizer who organizes tourist trips from a foreign country to the Republic of Lithuania, i.e., organizing the traveler's arrival to the Republic of Lithuania (not organizing or organizing trips on chartered flights);
Local tourism tour operator - tour operator who organizes tourist trips within the Republic of Lithuania.
Outbound tourism travel organizer - a travel organizer who organizes tourist trips from the Republic of Lithuania to foreign countries or from a foreign country to other foreign countries (without organizing or organizing trips on chartered flights).
2 Profit (loss) statement and balance sheet, drawn up no later than 3 months until the date of submission of the application (for a legal entity). If the legal entity has not yet carried out activities, financial statements of the initial state are provided.
3 The amount of the enforcement of obligations must not be less than:
- Eur 3 000 for the sole purpose of local tourism or inbound tourism without organizing trips on chartered flights.
- Eur 50 000 for outbound tourism without charter flights or Eur 20 000, if the consecutive sales revenue of the tour operator for the last past and ended four quarters is less than 1 million euros, when it is intended to carry out the activity of an outbound tourism tour operator, without organizing trips on chartered flights.
- Eur 200 000 for outbound or inbound tourism with charter flights.

Other information:
- Within 5 working days of the receipt of the documents, the subject gets a confirmation that the documents referred to above have been received and, where appropriate, that the information submitted needs to be corrected.
- The application is processed within 20 working days since the receipt of all proper documents and information.
- The certificate is issued for an unlimited period of time.
